The Vice-President of Administrative Services is responsible for the planning, development, implementation, and evaluation of the Administrative Services Division of the Community College of Aurora. This position reports to the President of the College and supervises Fiscal Affairs (Accounting, Budget, Purchasing, Cashier's, Grants & Contracts), Facilities, Security, Information Technology, and Auxiliary Services (Cafeteria, Bookstore).

     

    Examples of Duties / Knowledge & Skills

     

    • Serve as a key member of the President's Cabinet and other committees as designated, including CCCS committees and workgroups.

    • Develop financial plans and strategies to support the College's vision, mission and strategic goals. Provide leadership, education and assistance for effective financial management to all units of the college.

    • Establish goals and objectives for the Administrative Services Unit of the College to support the attainment of the mission, vision, values and goals of the college including the implementation of the College's efforts in Equity, Diversity and Inclusion.

    • Prepare the college budget and budget procedures in consultation with the President, Cabinet and Controller. Assist the College President in presenting the college budget to the State Board for Community Colleges and Occupational Education (SBCCOE) and other state agencies as required.

    • Provide accurate, timely financial information to appropriate internal and external agencies.

    • Develop, implement and enforce administrative policies and procedures to assure that the College fiscal, facilities, personnel and related activities are in compliance with State of Colorado Statutes, State of Colorado Fiscal Rules, generally accepted accounting and financial practices, and federal laws or regulations where applicable. Prepare for, respond to and implement audit recommendations as necessary.

    • Oversee the functions of the financial services office, including reviewing and evaluating accounting practices such as cashiering, disbursements through accounts payable, internal controls, collection of tuition and fees and other income through accounts receivable, etc.

    • Monitor and guide the fiscal year-end closing process, which includes preparation of annual financial statements.

    • Initiate and collaborate on contracts, review and approve all expenditure contracts and leases as delegated by the State Controller's Office.

    • Implement the annual planning and evaluation cycle for the staff and departments for Administrative Services and provide oversight for the supervision of all personnel in the assigned areas.

    • Facilitate professional development for Administrative Services Personnel.

    • Direct and manage the college auxiliary operations via contractual arrangements with the bookstore and food services.

    • Advise the President in emergency situations including weather emergencies and college closures.

    • Assume other duties and responsibilities as assigned by the President of the College.

    • Approve and implement best business practices related to all student financial transactions, such as tuition collections, bookstore and cafeteria operations, student refunds, and transactions with the CCA Foundation. Assure appropriate response to and resolution of student issues.

    • Provide oversight and leadership for the direction and control of college facilities through delegation to and supervision of the Director of Facilities, who is responsible for custodial services, maintenance, and grounds. Provide leadership for the development and maintenance of the facility master plan in accordance with state agency requirements and the CCA facility improvement plans. Work with Director of Facilities to serve as liaison on construction projects, including working with architects, contractors, inspectors, etc. to complete college projects.

    • Coordinate the efforts of CCA to secure funding from the State of Colorado and other sources to improve college facilities and to implement the recommendations of the CCA Facilities Master Plan.

    • Provide oversight and leadership for the direction and control of Information Technology through delegation to and supervision of the Director of IT.

    • Provide oversight and leadership for Security at all College facilities through delegation, supervision and coordination with the Lowry Security Director and the CCA Director of Security.

     

    Essential Experience & Responsibilities

     

    • Knowledge of GAAP

    • Demonstrated public sector financial and management experience

    • Evidence of strong interpersonal communication and leadership skills - excellent written and oral communication skills

    • Evidence of strong administrative skills including the ability to meet deadlines, make thoughtful and timely decisions, pay attention to detail, prioritize effectively, and manage multiple projects simultaneously

    • Team player - effective member of senior management team

    • Experience working cooperatively and effectively in a complex and diverse work environment and with both internal and external stakeholders

    • Bachelor's Degree in finance, business administration, accounting, public administration or other closely-related field

     

    • Progressive, broad based experience in fiscal and operational management roles

     

    • Supervisory experience

     

    • Demonstrated experience in strategic planning, fiscal and risk managemen

     

    • Administration and finance experience within higher education or public sector

     

    • Experience with facilities master planning, major construction projects and facilities management

     

    • Experience with information technology - knowledge of computer and information management systems

    Preferred Qualifications

     

    • Master's Degree in finance, business administration, accounting, public administration or other closely-related field
